B. Resolution No. 2024-18 in Support of the Homelessness,\nDrug Addition, and Theft Reduction Act At the request of\nadoption of Resolution No. 2024-18 in support of the\nproposed Homelessness, Drug Addiction, and Theft\nReduction Act. Under the new proposal, “an offender with\ntwo prior convictions for theft can be charged with a felony,\nregardless of the value of the stolen property.” It would also\nallow prosecutors to add together the value of property\nstolen across multiple thefts to exceed the $950 threshold for\na felony charge and create harsher punishments for\norganized retail theft rings. The initiative may appear on the\nRecommendation: That the City Council take the following\nactions:\n1. Discuss and provide further direction to City staff; and\n2. Consider the adoption of Resolution No. 2024-18,\nentitled: A RESOLUTION OF THE CITY COUNCIL OF THE\nCITY OF ROSEMEAD, CALIFORNIA, ADOPTING A\nRESOLUTION IN SUPPORT OF THE HOMELESSNESS,\nDRUG ADDICTION, AND THEFT REDUCTION ACT
