ADOPTION OF ORDINANCE NO. 1271, ADOPTING ZONE CODE\nAMENDMENT NO. 24-01 TO IMPLEMENT A COMPREHENSIVE\nZONING CODE UPDATE\nA Zone Code Amendment to repeal and replace Title 17 - Zoning with\nupdated, and streamlined comprehensive Zone Code Update (Title 17 -\nZoning).\nRECOMMENDED ACTION: Staff recommends City Council waive second\nreading and adopt Ordinance No. 1271, adopting zone code amendment\nno. 24-01 to implement a comprehensive zoning code update.\nENVIRONMENTAL ANALYSIS: Pursuant to the provisions of the\nCalifornia Environmental Quality Act (Public Resources Code Sections\n21000, et seq. (“CEQA”), the State CEQA Guidelines (California Code of\nRegulations, Title 14, Sections 15000, et seq.), and the City’s Local CEQA\nGuidelines, City staff had an initial study prepared of the potential\nenvironmental effects of the proposed ZCA. Based on the information\ncontained in the initial study, staff determined that there was no substantial\nevidence that the project will have a significant effect on the environment.\nAccordingly, the City prepared Negative Declaration in accordance with\nArticle 6 §15070 of the State CEQA Guidelines. Notice of Intent to adopt\nthe Negative Declaration was prepared in accordance with Article 6\n§15072. The NOI was circulated for public review and state review for the\nperiod of January 22, 2024 – February 21, 2024.
