ADOPTION OF ORDINANCE NO. 1271, ADOPTING ZONE CODE\nAMENDMENT NO. 24-01 TO IMPLEMENT A COMPREHENSIVE\nZONING CODE UPDATE\nA Zone Code Amendment to repeal and replace Title 17 - Zoning with\nupdated, and streamlined comprehensive Zone Code Update (Title 17 -\nZoning).\nRECOMMENDED ACTION: Staff recommends City Council waive second\nreading and adopt Ordinance No. 1271, adopting zone code amendment\nno. 24-01 to implement a comprehensive zoning code update.\nENVIRONMENTAL ANALYSIS: Pursuant to the provisions of the\nCalifornia Environmental Quality Act (Public Resources Code Sections\n21000, et seq. (“CEQA”), the State CEQA Guidelines (California Code of\nRegulations, Title 14, Sections 15000, et seq.), and the City’s Local CEQA\nGuidelines, City staff had an initial study prepared of the potential\nenvironmental effects of the proposed ZCA. Based on the information\ncontained in the initial study, staff determined that there was no substantial\nevidence that the project will have a significant effect on the environment.\nAccordingly, the City prepared Negative Declaration in accordance with\nArticle 6 §15070 of the State CEQA Guidelines. Notice of Intent to adopt\nthe Negative Declaration was prepared in accordance with Article 6\n§15072. The NOI was circulated for public review and state review for the\nperiod of January 22, 2024 – February 21, 2024.

CONSIDERATION AND APPROVAL OF RESOLUTION 24-150,\nAUTHORIZING THE PURCHASE OF TWO (2) TRANSPORTATION\nVEHICLES FROM AZ BUS SALES INC.\nThe City of South El Monte was awarded a grant from the Federal Transit\nAdministrative (“FTA”) Section 5310 Program – Enhanced Mobility of\nSeniors and Individuals with Disabilities Program. The FTA Section 5310\nprogram aims to improve mobility for seniors and individuals with\ndisabilities by removing barriers to transportation services and expanding\ntransportation mobility options. Funds were allocated in the FTA grant to\npurchase two (2) aging transportation vehicles.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-150, approving the purchase of two (2) Nor\nCal Ford 2024 Van-Driver Class Z-1-E Transit 350 vehicles from AZ\nBus Sales; and\n2. Authorize City Manager to negotiate and execute all requisite\ndocuments for the purchase.

7.f. 2023 HOUSING ELEMENT ANNUAL PROGRESS REPORT\nThe 2023 Housing Element Annual Progress Report summarize the City’s\nprogress with regard to the implementation of the goals, policies, and\nprograms of the City’s General Plan. It also summarizes the activities of\nthe Community Development Department from January 1, 2023, through\nDecember 31, 2023. This report was submitted on April 1, 2024 per state\nmandate and was approved by the State Department of Housing and\nCommunity Development (HCD). Staff recommends that the City Council\nreceive and file the 2023 Annual Progress Report.\nRECOMMENDED ACTION: Staff recommends City Council receive and\nfile the Housing Element Annual Progress Report for Calendar Year 2023.\nCONSENT CALENDAR (CONTINUED)

7.g. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-152,\nAPPROVING AN AMENDED AND RESTATED AGREEMENT WITH\nJOHN L. HUNTER AND ASSOCIATES, INC. FOR ENVIRONMENTAL\nSERVICES\nOn January 12, 2021, the City and John L. Hunter entered into a Contract\nServices Agreement for environmental services and the management of\nthe MS4 NPDES regulatory permit. On December 14, 2021, City Council\napproved Amendment No. 1 to the Contract Services Agreement with\nJohn L. Hunter and Associates to add more services to the scope of work\nand increase the maximum compensation. To ensure continuity of the\nservices, staff recommends adopting a resolution approving the Amended\nand Restated Agreement with John L. Hunter and Associates, Inc. for\nEnvironmental Services for a three-year term.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-152, approving the Amended and Restated\nAgreement with John L. Hunter for Environmental Services in the\namount of $459,160; and\n2. Authorize the City Manager or designee to negotiate and execute the\nagreement.

The job title of Receptionist would be changed to Administrative\nAssistant I – Community Services. The job title of Lead Maintenance\nWorker – Building & Landscape would be changed to Maintenance Worker\nII (Specialist). The job title of Lead Maintenance Worker would be changed\nto Lead Maintenance Worker III. The job title of Executive Assistant would\nbe changed to Community Development Executive Assistant. There are\nalso updates and revisions to the class specifications for Maintenance\nWorker II (Specialist); Lead Maintenance Worker III; Community\nDevelopment Executive Assistant; and Planning Assistant. FOR DESIGN SERVICES FOR\nSOUTH EL MONTE SYSTEMIC SAFETY IMPROVEMENTS AT\nSIGNALIZED INTERSECTIONS (HSIP CYCLE 11 PROJECT)\nStaff seeks City Council approval to award a contract services agreement\nto Kimley-Horn and Associates, Inc. for design services for South El Monte\nSystemic Safety Improvements at Signalized Intersections (HSIP Cycle 11\nProject).\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-159, awarding a CSA to Kimley-Horn and\nAssociates, Inc. for Design Services for South El Monte Systemic\nSafety Improvements at Signalized Intersections Project in the amount\nof $67,571.88; and\n2.
