Approve Specific Plan Amendment 2023-0001, as recommended by the Planning\nand Housing Commission.\nb. Introduce, by title only, and waive full reading of consideration of Ordinance No.\n3396, first reading of an ordinance approving an amendment to the El Cerrito\nSpecific Plan (SP91-02) to allow educational schools in the Commercial District\nas a conditionally permitted use (SPA2023-0001).
