4.5 SECOND AMENDMENT TO THE AGREEMENT WITH HARTZOG & CRABILL, INC.\nFOR ON-CALL TRAFFIC ENGINEERING SERVICES FOR TRAFFIC SIGNAL\nOPERATIONS\nRecommended Action:\n1. Approve a second amendment to the agreement with Hartzog & Crabill, Inc. (HCI)\nto perform traffic engineering services for traffic signal operations that renews the\nagreement for an additional one-year term and increases the total compensation\nunder the agreement by $35,000 for a total agreement amount of $140,000; and\n2.
