5.1 ADOPTION OF THE FISCAL YEAR (FY) 2024-2025 ANNUAL ACTION PLAN FOR\nEXPENDITURES OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)\nFUNDS\nRecommended Action:\n1. Declare the City Council finds the FY 2024-2025 Annual Action Plan is not subject\nto the California Environmental Quality Act (“CEQA”) as the activity is not a project\ndefined in Section 15378(b)(5) of the state CEQA Guidelines;\n2. Approve and adopt the FY 2024-2025 Annual Action Plan (“Action Plan”) for the use\nof Community Development Block Grant (“CDBG”) funds; and\n3.
