APPROVAL OF FIFTH AMENDMENT TO AGREEMENT WITH\nFIRSTCARBON SOLUTIONS CORPORATION FOR THE\nPREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR\nTHE PROPOSED “RIO VISTA SPECIFIC PLAN” PROJECT, (CASE\nNUMBER: MA16045), (APPLICANT: RICHLAND COMMUNITIES)\nRequested Action: That the City Council authorize the City Manager to execute\nthe Fifth Amendment to the Agreement with First Carbon Solutions Corporation\nfor the preparation of an Environmental Impact Report (EIR) for the proposed “Rio\nVista Specific Plan” project in an amount not to exceed $549,650.00, to be funded\nentirely by the applicant’s advance deposit sufficient to cover the EIR\nadministrative costs.
