8. JOHN WAYNE AIRPORT NOISE ABATEMENT\nQUARTERLY REPORT – Q3 & Q4, 2023 This\nagenda report transmits the John Wayne Airport\n(JWA) Noise Abatement Quarterly Report for the\nthird and fourth quarters of 2023. The City of Tustin\nis within the JWA’s “Noise Impact Area” since it has\nthe potential to be exposed to an average\nCommunity Noise Equivalent Level (CNEL) of more\nthan 65 decibels (dB). CNEL is a weighted average\nof noise levels over a 24-hour period, and is a\nmeasurement frequently used in regulating the\nimpacts of airport noise on the surrounding\ncommunity. The average noise level measured at\nTustin’s monitoring station (NMS 10N), which is\nlocated at Columbus Tustin Middle School on\nBeneta Way (Figure 1), remained below the City,\nCounty, and State maximum criteria of 65 dB CNEL\nduring the third and fourth quarter reporting periods.\nRecommendation: That the City Council receive and\nfile this report.\nAgenda Report
