4.1. Ordinance No. 24-03 An Ordinance Adopting by Reference Title 6 of the Riverside\nCounty Code of Ordinances Pertaining to Animal Control.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the adoption by reference in its entirety of Title 6 of the Riverside\nCounty Code of Ordinances into the San Jacinto Municipal Code as set forth in\nthis Ordinance is exempt from environmental review under the California\nEnvironmental Quality Act (“CEQA”) (Pub. Res. Code, § 21000 et seq.) pursuant\nto State CEQA Guidelines (Cal. Code Regs., tit. 14, § 15000 et seq.) sections\n15061(b)(3) and 15378(b)(5) as it can be seen with certainty that the adoption of\nthis Ordinance will not have a significant effect on the environment. Moreover,\napproval of the Ordinance merely constitutes an administrative activity of the City\nand is additionally exempt from CEQA on that basis. (State CEQA Guidelines, §\n15378(b)(5).)\n2.
