Ordinance No. 24-03 An Ordinance Adopting by Reference Title 6 of the Riverside\nCounty Code of Ordinances Pertaining to Animal Control.\nRECOMMENDATION:\nStaff recommends that the City Council:\n1. Determine that the adoption by reference in its entirety of Title 6 of the Riverside\nCounty Code of Ordinances into the San Jacinto Municipal Code as set forth in\nthis Ordinance is exempt from environmental review under the California\nEnvironmental Quality Act (“CEQA”) (Pub. Res. Code, § 21000 et seq.) pursuant\nto State CEQA Guidelines (Cal. Code Regs., tit. 14, § 15000 et seq.) sections\n15061(b)(3) and 15378(b)(5) as it can be seen with certainty that the adoption of\nthis Ordinance will not have a significant effect on the environment. Determine that the proposed Ordinance is EXEMPT from CEQA pursuant to\npursuant to Sections 15060(c)(2) and 15060(c)(3) of Title 14 of the California\nCode of Regulations. Specifically, this Ordinance only establishes a streamlined\nprocess for electric vehicle charging station permits and merely authorizes\nadministrative activities that will not result in a direct or reasonably foreseeable\nindirect physical change in the environment.
