K. PURCHASE OF NEW POLICE MOTORCYCLE - $39,316.78\nPublic Works Fleet staff have determined that the 2015 Honda police\nmotorcycle is long overdue for replacement as a viable patrol motorcycle and\nwill likely soon need major repairs. The proposed replacement for the 2015\nHonda ST 1300 is the 2024 Harley Davidson FLTRXP which is more reliable, has\nlower maintenance costs, and has been a tested and proven a more reliable\npolice motorcycle than the older Honda which has been phased out of service\nat many agencies. Honda has discontinued its production of police\nmotorcycles. This information was confirmed by the 48th Annual Law\nEnforcement Motorcycle Test and Evaluation program conducted in 2022. The\nHarley Davidson model received the overall rating of “Above Average” for the\nevaluation, and no major manufacturer changes have been implemented in\n2024.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the purchase of one 2024\nHarley Davidson from Laidlaw Harley Davidson utilizing Office of Traffic Safety\nSelective Traffic Enforcement Program Grant #24174 funds from account #124-\n751-52-99-201.
