11. Public Hearing for Downtown Specific Plan Update, Environmental Impact\nReport Certification, Downtown Outdoor Dining Guidelines, Application\nFee, and Renewal Fee\nRecommendation -\n1. Conduct a public hearing for the Downtown Specific Plan update,\nenvironmental impact report certification, downtown outdoor dining\nguidelines, application fee, and renewal fee.\n2. Adopt a Resolution certifying an Environmental Impact Report\n(Environmental Assessment No. EA 1311) pursuant to CEQA Guidelines\n§ 15090 and approving General Plan Amendment No. GPA 21-01 for the\nDowntown Specific Plan Update project.\n3. Waive the first reading and introduce an Ordinance adopting Specific\nPlan Amendment No. SPA 21-01, Zone Change No. ZC 21-01, and Zone\nText Amendment No. 23-01.\n6\n4. Schedule a second reading for said Ordinance for the May 21, 2024, City\nCouncil meeting, or as soon thereafter feasible.\n5. Adopt a Resolution updating the payment procedures for the parking in-\nlieu fee areas identified in El Segundo Municipal Code Chapter 15-33\n(Parking In-lieu Fees).\n6. Approve the Downtown Outdoor Dining Guidelines.\n7. Adopt a Resolution establishing the Downtown Outdoor Dining\nApplication and Renewal Fees.\n8. Alternatively, discuss and take other action related to this item.
