Waive second reading of Ordinance and its title and adopt an Ordinance\namending the driveway and curb cut standards in El Segundo Municipal\nCode (ESMC) Title 15 and find that the proposed\namendments are exempt under the California Environmental Quality Act\npursuant to CEQA Guidelines §15061(b)(3) because they do not approve\nany particular development project, they consist only of minor revisions to\nexisting zoning regulations and related procedures, and they do not have\nthe potential for causing a significant effect on the environment.\n2.
