AUTHORIZE THE CITY MANAGER TO REJECT ALL BIDS FOR THE LEAGUE\nOF WIVES SCULPTURE INSTALLATION PROJECT AND NEGOTIATE A\nCONTRACT TO COMPLETE THE PROJECT\nRecommendation: Authorize the City Manager to reject all bids for the League of\nWives Sculpture Installation project and direct negotiate a contract to complete the\nproject.\ncepting the recommendation of the\nCultural Arts Commission to approve the “Art Outside the Box – Take 3!” Project for\ninstallation of new artwork on ten California Department of Transportation\n(Caltrans) boxes on Orange Avenue from Third Street to Avenida de las Arenas,\ndirect the City Manager to submit all required documentation to Caltrans, and find\nthat the project is exempt from environmental review pursuant to CEQA guidelines\nsection 15301, existing facilities.
