14. Award of Bid – Walnut Ranch Park Storm Drain Improvement Project\nRecommendation: That the City Council:\n1. Award a construction contract for the Walnut Ranch Park Storm Drain\nImprovement Project to Perry C. Thomas, Inc. in the amount of\n$186,241.00;\n2. Reject all other bids;\n3. Appropriate $274,865.00 from American Rescue Plan Act (ARPA) Fund\nReserves to the Walnut Ranch Storm Drain Improvement Project;\n4. Authorize staff to issue a Purchase Order to Perry C. Thomas, Inc. in the\namount of $186,241.00;\n5. Authorize staff to issue change orders not to exceed 10% of the contract\naward amount ($18,624.10) to Perry C. Thomas, Inc.; and\n6. Approve a Purchase Order to RKA Consulting Group in the amount of\n$58,390.
