Resolution No. 24-29 – Adopting Regulations for Candidates for Elective\nOffice Pertaining to Candidate Statements for the General Municipal\nElection on November 5, 2024\nRecommendation: That the City Council adopt Resolution No. 24-29, “A\nResolution of the City Council of the City of Walnut, California, Adopting\nRegulations for Candidates for Elective Office Pertaining to Candidate Statements\nSubmitted to the Voters at an Election to be held on Tuesday, November 5,\n2024.”

11. Resolution No. 24-30 - City Manager Contract Amendment\nRecommendation: That the City Council adopt Resolution No. 24-30, A\nResolution of the City Council of the City of Walnut Approving the Third\nAmendment to Employment Agreement with the City Manager.

12. First and Second Amendment(s) to the Agreement for Professional Services\nbetween the City of Walnut and Placeworks\nRecommendation: That the City Council:\n1. Approve and authorize the City Manager to execute and administer the\nSecond Amendment to the Agreement for the Professional Services between\nthe City of Walnut and Placeworks, in substantially the form attached hereto,\nand in such final form as approved by the City Attorney; and\n2. Authorize the City Manager to execute and administer implementing\ndocuments and amendments necessary to complete the professional services\ncontemplated by the Agreement, as amended, provided developer funds are\navailable in the project deposit account and the implementing documents and\namendments are in such final form as approved by the City Attorney.

13. Award of Bid – 2023-2024 Maintenance Area 3 Slurry Seal Project\nRecommendation: That the City Council:\n1. Award a construction contract for the 2023-2024 Maintenance Area 3 Slurry\nSeal Project to Doug Martin Contracting Company, Inc. in the amount of\n$801,833.00;\n2. Reject all other bids;\n3. Appropriate $222,110.00 from METRO Measure R Fund Reserves (Fund 16)\nto the project;\n4. Authorize staff to issue a Purchase Order to Doug Martin Contracting\nCompany, Inc. in the amount of $801,833.00; and\n5. Authorize staff to issue change orders not to exceed 15% of the contract\naward amount ($120,274.95) to Doug Martin Contracting Company, Inc.; and\n6. Approve a Purchase Order to RKA Consulting Group in the amount of\n$75,000.

14. Award of Bid – Walnut Ranch Park Storm Drain Improvement Project\nRecommendation: That the City Council:\n1. Award a construction contract for the Walnut Ranch Park Storm Drain\nImprovement Project to Perry C. Thomas, Inc. in the amount of\n$186,241.00;\n2. Reject all other bids;\n3. Appropriate $274,865.00 from American Rescue Plan Act (ARPA) Fund\nReserves to the Walnut Ranch Storm Drain Improvement Project;\n4. Authorize staff to issue a Purchase Order to Perry C. Thomas, Inc. in the\namount of $186,241.00;\n5. Authorize staff to issue change orders not to exceed 10% of the contract\naward amount ($18,624.10) to Perry C. Thomas, Inc.; and\n6. Approve a Purchase Order to RKA Consulting Group in the amount of\n$58,390.

15. FY 2022-23 Green Street Project – Final Acceptance\nRecommendation: That the City Council:\n1. Accept the work performed by Gentry Brothers Inc. for the FY 2022-23\nGreen Street Project;\n2. Authorize the City Clerk to file the proper “Notice of Completion”.

Rejection of Bids – Valley Blvd. and Brea Canyon Road Bus Stop\nImprovements; Temple Avenue Median Improvements; and Heidelberg\nPark ADA Improvements Project\nRecommendation: That the City Council:\n1. Reject all bids for Valley Blvd. and Brea Canyon Road Bus Stop\nImprovements; Temple Ave Median Improvements; and Heidelberg Park\nADA Improvements Project.

17. Authorize American Youth Soccer Organization (AYSO) to Host a Father’s\nDay Frenzy Tournament June 15-16 at Walnut Ranch Park\nRecommendation: That the City Council authorize AYSO to host a Father’s\nDay Frenzy Tournament on June 15-16, 2024 at Walnut Ranch Park as a third\ntournament for the season.

18. Notice of Decision – April 17, 2024 Planning Commission Meeting\nRecommendation: That the City Council:\n1. Receive and File the “Notice of Decision” by the Planning Commission at its\na. Site Plan and Architectural Review (SPC/AR) 2024-006.\nCOUNCIL DISCUSSION/TRANSACTION ITEMS:

Update on the Establishment of a Sewer Reimbursement District for the\nCastlehill Drive and Slope Drive Neighborhood\nRecommendation: That the City Council abandon the establishment of the\nreduced scope Sewer Reimbursement District because only 38% of the twenty-\none impacted property owners responded in favor of the project.\nANNOUNCEMENTS (COUNCIL MEMBERS AND STAFF):\nA. 20. Resolution No. 24-04 WHA - A Resolution of the Walnut Housing Authority\nAllowing Certain Claims and Demands in the Amount of $40,719.83 Demand\nNo. 100444 through No. 100444, Both Inclusive\nRecommendation: That the Authority adopt Resolution No. 24-04 WHA.

3. Resolution No. 24-22 - Public Hearing Regarding Setting 2024-25 Lighting\nand Open Space Maintenance District No. 1 (LOSMD) Assessments\nRecommendation: That the City Council:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3. Solicit Input on the Item;

5. Approve the Engineer’s Report for Fiscal Year 2024-25; and

6. Adopt Resolution No. 24-22 Ordering the Maintenance Work, Confirming the\nDiagram, Assessments, and All Other Matters Set Forth in the Engineer’s\nReport, Setting the Lighting and Open Space Maintenance District No. 1\nAssessments for Fiscal Year 2024-25 for Zones 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, and\n12.\n4. Resolution No. 24-23 – Public Nuisance Abatement Process: Recovery of City\nacquired costs for nuisance abatement work performed at a Vacant Parcel,\nidentified as Assessor Parcel No. (APN: 8722-028-037)\nRecommendation: That the City Council:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3. Close the Public Hearing; and\n4. Adopt Resolution No. 24-23 confirming the “Statement of Costs” report for\nthe public nuisance abatement work performed at Vacant Parcel identified as\nAssessor Parcel No. 8722-028-037; and\n5. Appropriate $6,866 from the General Fund into account 01-5002-6227 to\ncover the upfront labor costs, as outlined within the “Statement of Costs”\nreport.\n5. Resolution No. 24-24 – Public Nuisance Abatement Process: Recovery of City\nacquired costs for nuisance abatement work performed at 1347 Wesleyan\nAvenue (APN: 8712-015-017)\nRecommendation: That the City Council:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3. Solicit Public Input on this Item;\n4. Close the Public Hearing; and\n5. Adopt Resolution No. 24-24 confirming the “Statement of Costs” report\nfor the public nuisance abatement work performed at 1347 Wesleyan\nAvenue (APN: 8712-015-017).\nCOUNCIL CONSENT CALENDAR: The Consent Calendar items listed below are\nconsidered and acted upon under one motion unless an individual item or items are removed by a\nCouncilmember for further consideration or explanation.\nThere will be no dialogue/debate unless a Council Member requests otherwise on the following\nmatters:\n6. Resolution No. 24-27 – Calling and Giving Notice of Holding a General\nMunicipal Election on November 5, 2024\nRecommendation: That the City Council adopt Resolution No. 24-27, “A\nResolution of the City Council of the City of Walnut, California, Calling for the\nHolding of a General Municipal Election to be held on Tuesday, November 5,\n2024, for the Election of Certain Officers as Required by the Provisions of the\nLaws of the State of California Relating to General Law Cities.”

9. Resolution No. 24-28 – Requesting the Board of Supervisors of the County of\nLos Angeles to Consolidate a General Municipal Election to be held on\nTuesday, November 5, 2024\nRecommendation: That the City Council adopt Resolution No. 24-28, “A\nResolution of the City Council of the City of Walnut, California, Requesting the\nBoard of Supervisors of the County of Los Angeles to Consolidate a General\nMunicipal Election to be Held on Tuesday, November 5, 2024, with the Statewide\nGeneral Election to be Held on the Date Pursuant to Section 10403 of the\nElections Code.”
