14. Award of Bid – Walnut Ranch Park Storm Drain Improvement Project Recommendation: That the City Council: 1. Award a construction contract for the Walnut Ranch Park Storm Drain Improvement Project to Perry C. Thomas, Inc. in the amount of $186,241.00; 2. Reject all other bids; 3. Appropriate $274,865.00 from American Rescue Plan Act (ARPA) Fund Reserves to the Walnut Ranch Storm Drain Improvement Project; 4. Authorize staff to issue a Purchase Order to Perry C. Thomas, Inc. in the amount of $186,241.00; 5. Authorize staff to issue change orders not to exceed 10% of the contract award amount ($18,624.10) to Perry C. Thomas, Inc.; and 6. Approve a Purchase Order to RKA Consulting Group in the amount of $58,390.
