4.4 Approval of New Master Services Agreement with Flock Group, Inc., for\nan Automated License Plate Reader (ALPR) System.\nRecommendation: That the City Council: 1) Waive formal competitive bidding\nrequirements and procedures set forth in the Laguna Hills Municipal Code\n3\n(LHMC) Section 3-08.090, and authorize the procurement of an Automated\nLicense Plate Reader (ALPR) system and services from Flock Group, Inc., as it is\nhereby found and determined, pursuant to LHMC Section 3-08.110(B), Section 3-\n08.110(K), and Section 3-08.110(L)(4), that the proposed ALPR system\nprocurement is exempt from the City's formal competitive bidding requirements\nand procedures based on the facts, findings, and information set forth herein by\nCity staff; 2)Approve the proposed Master Services Agreement with Flock Group,\nInc. for the procurement of an Automated License Plate Reader (ALPR) system\nand related services for a 3-year term in the total not to exceed contract amount\nof $364,380.82; 3) Authorize the City Manager to execute the proposed Master\nServices Agreement with Flock Group, Inc.; and 4) Find and determine that the\ndeployment of an Automated License Plate Reader System is not subject to the\nCalifornia Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2)\n(the activity will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment) and 15060(c)(3) (the activity is not a project as\ndefined in Section 15378) of the CEQA Guidelines, Cal. Code of Regs., Title 14,\nChapter 3, because it has no potential for resulting in physical change to the\nenvironment directly or indirectly.
