4.4 Approval of New Master Services Agreement with Flock Group, Inc., for\nan Automated License Plate Reader (ALPR) System.\nRecommendation: That the City Council: 1) Waive formal competitive bidding\nrequirements and procedures set forth in the Laguna Hills Municipal Code\n3\n(LHMC) Section 3-08.090, and authorize the procurement of an Automated\nLicense Plate Reader (ALPR) system and services from Flock Group, Inc., as it is\nhereby found and determined, pursuant to LHMC Section 3-08.110(B), Section 3-\n08.110(K), and Section 3-08.110(L)(4), that the proposed ALPR system\nprocurement is exempt from the City's formal competitive bidding requirements\nand procedures based on the facts, findings, and information set forth herein by\nCity staff; 2)Approve the proposed Master Services Agreement with Flock Group,\nInc. for the procurement of an Automated License Plate Reader (ALPR) system\nand related services for a 3-year term in the total not to exceed contract amount\nof $364,380.82; 3) Authorize the City Manager to execute the proposed Master\nServices Agreement with Flock Group, Inc.; and 4) Find and determine that the\ndeployment of an Automated License Plate Reader System is not subject to the\nCalifornia Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2)\n(the activity will not result in a direct or reasonably foreseeable indirect physical\nchange in the environment) and 15060(c)(3) (the activity is not a project as\ndefined in Section 15378) of the CEQA Guidelines, Cal. Code of Regs., Title 14,\nChapter 3, because it has no potential for resulting in physical change to the\nenvironment directly or indirectly.

Code of Regs, Title 14, Chapter 3, because it\nhas no potential for resulting in physical change to the environment, directly or\nindirectly; and 2) Adopt a Resolution entitled: "A Resolution of the City Council of\nthe City of Laguna Hills, California, designating the intersection of Grissom Road\nat Pike Road as a multi-way (3-way) stop intersection and authorizing the\ninstallation of stop signs on Grissom Road and Pike Road."

4.7 Authority to Advertise Laguna Hills Civic Center Suite 205 Tenant\nImprovements Project, CIP No. 505-B\nRecommendation: That the City Council: 1) Approve the plans and specifications\nfor the Laguna Hills Civic Center Suite 205 Tenant Improvements Project, CIP No.\n505-B; 2) Authorize the advertisement for bids for the Laguna Hills Civic Center\nSuite 205 Tenant Improvements Project, CIP No. 505-B; 3) Authorize the City\nEngineer to make minor edits to the plans and specifications as necessary; 4) Find\nthat environmental review is not required under the California Environmental\nQuality Act (CEQA) pursuant to the California Code of Regulations, Title 14,\nChapter 3, Section 15301 as a Class 1 Categorical Exemption - “Existing Facilities.”

4.8 Trash and Debris Capture Devices Maintenance Services Agreement with\nG2 Construction, Inc., for the Implementation of the City's Phase XII\nWater Quality Project, CIP No. 412-L\nRecommendation: That the City Council: 1) Find and determine it is appropriate\nto waive formal bidding requirements of the Laguna Hills Municipal Code (LHMC)\nfor the award of the Trash and Debris Capture Devices Maintenance Services\nAgreement to G2 Construction, Inc., because: a) The goods and supplies,\nequipment, materials, and contract services to be provided by G2 Construction,\nInc., are of a unique, sole source nature because of their quality, durability,\navailability, or fitness for a particular use and are available only from one source\n(LHMC Section 3-08.110(A)); b) The goods and supplies, equipment, materials, or\nnon-professional services are proprietary (LHMC Section 3-08.110(B)); c) A\nspecific make, model, or brand is necessary to match existing City equipment or\nto facilitate the continuity of effective maintenance and support (LHMC Section\n3-08.110(F)); and d) Compliance with procurement policies, procedures, and/or\nrequirements is not in the best interest of the City (LHMC Section 3-08.110(J));\n2) Award the Trash and Debris Capture Devices Maintenance Services Agreement\nto G2 Construction, Inc.; 3) Authorize the Mayor to sign the Agreement; and\n4) Authorize the Finance Director to amend the CIP budget by $250,000, transfer\n$50,000 from the Public Works operations budget to afford the City match, and\nto recognize grant revenue in the amount of $200,000 from OCTA.\n5
