4.5 Installation of a Multi-Way (3-Way) Stop at Grissom Road and Pike Road\nRecommendation: That the City Council: 1) Find and determine that the\nproposed stop intersection controls are not subject to the California\nEnvironmental Quality Act pursuant to Sections 15060(C)(2) (the activity will not\nresult in a direct or reasonably foreseeable indirect physical change in the\nenvironment) and 15060(C)(3) (the activity is not a project as defined in Section\n15378) of the CEQA Guidelines, Cal. Code of Regs, Title 14, Chapter 3, because it\nhas no potential for resulting in physical change to the environment, directly or\nindirectly; and 2) Adopt a Resolution entitled: "A Resolution of the City Council of\nthe City of Laguna Hills, California, designating the intersection of Grissom Road\nat Pike Road as a multi-way (3-way) stop intersection and authorizing the\ninstallation of stop signs on Grissom Road and Pike Road."
