5.Q. Adoption of a Resolution Amending the Rules of Order and Procedure for the\nConduct of City Council Meetings and Repealing Resolution Number 11547\n(CCS)\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines.\n2. Pursuant to a Council approved 16 Item, consider amendments to the Council\nRules to allow 16 items, with exceptions, to be treated like the Consent\nCalendar with one vote for all items. Additional changes are proposed to\nprovide clarity and document procedures for Councilmembers requesting 16\nitems and closed session items.
