11.A. Annual Interdepartmental Update on Addressing Homelessness\nRecommended Action\nStaff recommends that the City Council:\n1. Receive the 2024 Annual Interdepartmental Update on Addressing\nHomelessness.\n2. Adopt the attached Proclamation declaring a local emergency on\nHomelessness through 05/31/2025 (Attachment A), unless repealed or\nextended by Council, due to the ongoing crisis of homelessness as evidenced\nby the 2023 increase in the Point-In-Time Count.\n3. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines.
