11. A request for consideration of a Zoning Text Amendment to repeal and\nreplace Subchapter 153.170 pertaining to Sign Regulations in the City of\nBaldwin Park to include new language regarding new static or digital\nbillboard construction and billboard relocation agreements, incorporation\nof previously approved sign regulations that were not codified, and\nreorganization of the chapter as a whole. (Location: Citywide; Applicant:\nCity of Baldwin Park; Case Number: AZC 24-02).\nIt is recommended that the City Council\n1. Conduct a public hearing.\n2. Find the proposed ordinance is exempt from environmental review\nunder the California Environmental Quality Act (Pub. Resources\nCode, §§ 21000 et seq.) (âCEQAâ) and the State CEQA Guidelines\n(Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the\nordinance is categorically exempt from CEQA under Guidelines\nSection 15061(b)(3) (Common Sense Exception) since the\nordinance is not a âprojectâ and can be seen with certainty that there\nis no possibility that the ordinance may have a significant effect on\nthe environment, either directly or indirectly, and that therefore no\nenvironmental review under CEQA is required.\n3. Introduce for first reading, by title only and waive further reading,\nOrdinance 1510, entitled, âAN ORDINANCE OF CITY COUNCIL OF\nTHE CITY OF BALDWIN PARK REPEALING AND REPLACING\nSECTION 153.170 OF THE MUNICIPAL CODE RELATING TO\nSIGN REGULATIONS TO INCLUDE NEW LANGUAGE\nREGARDING NEW STATIC OR DIGITAL BILLBOARD\nCONSTRUCTION AND BILLBOARD RELOCATION\nAGREEMENTS, INCORPORATION OF PREVIOUSLY APPROVED\nSIGN REGULATIONS THAT WERE NOT CODIFIED, AND\nREORGANIZATION OF THE CHAPTER AS A WHOLE
