13. Appeal of the Planning Commission's March 27, 2024, adoption of a\ntentative parcel map (TPM 084199).\nIt is recommended that the City Council\n1. Conduct a public hearing.\n2. Find that pursuant to Public Resources Code section 21166 and\nState CEQA Guidelines section 15162, the Project was analyzed by\nthe 2016 TOD Downtown Specific Plan EIR (Exhibit C) and\nAddendum to the 2016 TOD Downtown Specific Plan EIR (Exhibit\nD), as well as the Transportation Assessment (Exhibit E) that was\nprepared for this Project and that no further environmental review is\nnecessary.\n3. City Council action to:\na.
