COYNE]:\nSUBJECT: The City Council will consider approval of an Agreement for\nServices with Fairbank, Maslin, Maullin, Metz & Associates (FM3) to\nconduct a qualitative survey comprising focus groups and interviews with\nWest Hollywood commercial business tenants, commercial property\nowners, and commercial real estate brokers regarding a potential local\nballot initiative to establish a commercial vacancy tax.\nRECOMMENDATIONS: 1) Approve an agreement for services with\nFairbank, Maslin, Maullin, Metz & Associates (FM3) for a qualitative\nsurvey of West Hollywood commercial business tenants, commercial\nproperty owners, and commercial real estate brokers regarding a potential\nlocal ballot initiative to establish a commercial vacancy tax in an amount\nnot-to-exceed $50,500; and 2) Authorize the City Manager or designee to\nexecute documents incident to the Agreement.
