QUARKER, A.\nLOVANO]:\nSUBJECT: The City Council will consider directing staff to enhance the\ncommunity outreach requirements for new projects seeking development\nagreements to include additional noticing and a community meeting.\nRECOMMENDATIONS: 1) Direct staff to draft a Zone Text Amendment to:\na. Require new projects seeking development agreements to require\nnoticing within a 1,000-foot radius, rather than the standard 500-foot\nradius currently required, b. Require a neighborhood meeting with\nresidents within a 1,000-foot radius of any project seeking a development\nagreement, including stand-alone billboards, before any City meetings are\nheld; and 2) Direct staff to consider new ways to inform the community\nabout upcoming Design Review Subcommittee meetings.

6.E. BUILDER’S REMEDY PROJECTS [J. HEILMAN, Y. QUARKER, A.\nLOVANO, J. DEL TORO]:\nSUBJECT: This item directs staff to provide the City Council with regular\nupdates on pending Builder’s Remedy applications in the City of West\nHollywood and to provide the City Council with a comprehensive plan for\naddressing these proposed projects.\nRECOMMENDATIONS: 1) Direct staff to provide the City Council with\nregular updates on the status of all pending Builder’s Remedy applications\nin the City of West Hollywood; 2) Direct staff and the City Attorney to work\nwith the City’s lobbyist to develop and implement a lobbying campaign in\nSacramento to exempt the City from current Builder’s Remedy proposals\nbased on the City’s track record of supporting and encouraging affordable\nhousing; 3) Direct the City Attorney to develop a comprehensive strategy\nto challenge Builder’s Remedy proposals that are inconsistent with the\nzoning code; and 4) Direct staff to meet with each entity proposing\nBuilder’s Remedy projects to determine potential opportunities to\nnegotiate alternative compromise paths to provide housing in a manner\nthat is more in line with city goals while avoiding costly and time-\nconsuming challenges if no resolutions are available through other\navenues.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to assess the\nfeasibility of having an outdoor ice rink open to the public in West\nHollywood Park in December 2024. The feasibility assessment will include\nprojected costs, timeline, and logistical considerations.\nRECOMMENDATIONS: 1) Direct staff to assess the feasibility of having\nan outdoor ice rink in West Hollywood Park in December 2024, including\nissuing a Request for Qualifications to solicit necessary information from\nqualified vendors about location suitability, projected costs, timeline, and\nlogistical considerations; and 2) Direct staff to return to the City Council\nwithin 60 days with an update.

ANGELOFF]:\nSUBJECT: The City Council will consider directing staff to develop a pilot\nfilmmakers grant as part of the City’s Arts Grants Program.\nRECOMMENDATIONS: 1) Direct staff to develop a three-year pilot\nfilmmakers grant as part of the City’s Arts Grants Program, with the first\nround of applications opening in 2025 for funding in 2026; 2) Direct staff to\nbudget $10,000 annually for FY 2026, FY 2027, and FY 2028 as part of\nthe pilot program; and 3) Direct staff to return to Council with a review of\nthe pilot program and recommendations for creating a permanent grant\ncategory.

EHEMANN]:\nSUBJECT: The City Council will consider the allocation of a travel stipend\nfor Laureate positions serving the city including the City Poet Laureate,\nDrag Laureate.\nRECOMMENDATIONS: 1) Increase the City Poet Laureate stipend by\n$5,000 for a total of $20,000; 2) Increase the Drag Laureate stipend by\n$5,000 for a total of $20,000; and 3) Authorize the City Manager, or\ndesignee, to execute documents incident to the amendment to the\nagreement.
