19.\nConstruction Contract to All American Asphalt in the Amount of $2,558,098 for\nthe Local Street Preventative Maintenance FY 2023-24 Project with an\nEstimated Project Delivery Cost of $3,198,098 (Project No. 24-6907) (Non-\nGeneral & General Fund)\nDepartment(s): Public Works Agency\nRecommended Action: 1. Authorize a budget allocation of unspent Measure\nM2 and General Fund funding from Local Street Preventative Maintenance FY\n2021-22 and 2022-23 for a total of $379,252 to the Local Street Preventative\nMaintenance FY 2023-24 Project, completing the project’s funding\nrequirement.\n2. Award a construction contract to All American Asphalt, the lowest\nresponsible bidder, in accordance with the base bid in the amount of\n$2,558,098, subject to change orders (not to exceed 25% of the base bid\namount) in accordance with the Greenbook: Standard Specifications for\nPublic Works Construction, for a term beginning May 21, 2024 and ending\nupon project completion, and authorize the City Manager to execute the\ncontract.\n3. Approve the Project Cost analysis for a total estimated construction delivery\ncost of $3,198,098, which includes $2,558,098, for the construction contract,\n$384,000 for contract administration, inspection, and testing, and a $256,000\nproject contingency for unanticipated or unforeseen work.\n4. Approve an appropriation adjustment recognizing $40,846 in Measure M-\nStreet Construction, Prior Year Carry Forward revenue account (03217002-\n50001) and appropriate to the Measure M2 Local Fairshare St, Improvements\nOther Than Buildings expenditure account (03217662-66220). (Requires five\naffirmative votes)\n5. Approve an amendment to the Fiscal Year 2023-24 Capital Improvement\nProgram to include $40,846 in construction funds for the Local Street\nPreventative Maintenance FY 2023-24 Project.\n6. Determine that the project is exempt from further review pursuant to the\nCalifornia Environmental Quality Act, as Categorical Exemption Environmental\nReview No. ER-2024-8 was filed for Project 24-6907.
