J.5. PUBLIC HEARING TO APPROVE THE ANNUAL ACTION PLAN FOR\nFISCAL YEAR 2024/2025 – HUD GRANTS (Report of: City Manager)\nRecommendations: That the City Council:\n1. Conduct a Public Hearing for the Community Development Block\nGrant (CDBG), HOME Investment Partnerships Program (HOME), and\nEmergency Solutions Grants Program (ESG) programs included in the\nFiscal Year 2024/2025 Annual Action Plan.\n2. Approve and adopt the FY 2024/2025 Annual Action Plan as an\napplication to the U.S. Department of Housing and Urban\nDevelopment (HUD) for funding under the federal CDBG, HOME, and\nESG programs with Council amendments, if any.\n3. Authorize the City Manager to approve any reprogramming of\nallocations between funded programs within the adopted FY\n2024/2025 Annual Action Plan in compliance with the City’s Citizen\nParticipation Plan, if necessary.
