Approve and award the Agreement for Citywide General Nuisance and\nWeed Abatement Services to Inland Empire Property Service, Inc.,\n18950 Newman Avenue, Riverside, CA 92508; and\n2. Authorize the City Manager, or their designee, to execute the\nAgreement for On-Site and/or Professional Services for Citywide\nGeneral Nuisance and Weed Abatement Services with Inland Empire\nProperty Service, Inc. in the amount of $2,360,000, subject to the\napproval of the City Attorney; and\n3. I.17. APPROVE USE OF EQUIPMENT REPLACEMENT FUNDS AND ASSET\nFORFEITURE FUNDS TO PURCHASE LAW ENFORCEMENT EQUIPMENT\n(Report of: Police Department)\nRecommendations:\n1. Authorize the Police Department to purchase law enforcement\nequipment, related software, and support at a cost of $113,528.80;\nand\n2. Approve the use of Equipment Replacement Reserve funds and Asset\nForfeiture funds and the proposed budget adjustments as set forth in\nthe Fiscal Impact section of this report; and\n3. Authorize the City Manager to approve a Purchase Order with\nPrecision Survey Supply, LLC, for the law enforcement equipment,\nrelated software, and support for a total cost of $113,528.80.

I.18. AUTHORIZATION TO AWARD AGREEMENTS FOR PROFESSIONAL\nCONSULTANT SERVICES TO MULTIPLE CONSULTANTS FOR ON-CALL\nENGINEERING PLAN CHECK SERVICES (Report of: Public Works)\nRecommendations:\n1. Award Agreements for Professional Services with Charles Abbott\nAssociates, Inc., CValdo Corporation, Engineering Resources of\nSouthern California, Inc., HR Green Pacific, Inc., Interwest Consulting\nGroup, Inc., and NV5, Inc. to provide on-call Engineering Plan Check\nConsultant Services to the Land Development Division; and\n2. Authorize the City Manager to execute each Agreement with the Plan\nCheck Consultants for the total aggregate not-to-exceed amount of\n$600,000.00 each year over the entire multi-year term of the\nAgreements, which include four one-year extensions, beginning in\nFiscal Year 2024/2025, subject to the approval of the City Attorney;\nand\n3. Authorize the Chief Financial Officer to issue the related purchase\norders to the Plan Check Consultants, including those over\n$100,000.00 for each consultant and subsequent related purchase\norders, including those over $100,000.00, for annual extensions with\neach consultant, in accordance with the approved terms of the\nAgreements; and\n4. Authorize the Chief Financial Officer to make any necessary budget\nadjustment appropriations related to expenditures and the equal and\noffsetting revenues; and\n5. Authorize the City Manager to execute subsequent extensions and/or\namendments to the Agreements with the Plan Check Consultants,\nincluding the authority to authorize associated purchase orders in\naccordance with the Agreements terms, subject to the approval of the\nCity Attorney and within the budgetary amounts previously approved\nby Council as part of the adopted and/or amendment budget process.

I.19. AUTHORIZATION TO AWARD AN AGREEMENT FOR PROFESSIONAL\nCONSULTANT DESIGN SERVICES TO MICHAEL BAKER\nINTERNATIONAL, INC. FOR STATE ROUTE 60/REDLANDS BOULEVARD\nINTERCHANGE IMPROVEMENTS, PROJECT NO. 801 0064 (Report of:\nPublic Works)\nRecommendation:\n1. Award an Agreement with Michael Baker International, Inc. to provide\nprofessional consultant design services for the State Route\n60/Redlands Boulevard Interchange Improvements project;\n2. Authorize the City Manager to execute the Agreement with Michael\nBaker International, Inc., subject to the approval by the City Attorney;\n3. Authorize the issuance of a Purchase Order to Michael Baker\nInternational, Inc., funded by Transportation Uniform Mitigation Fee\n(TUMF) Program funds (Fund 3003), in the amount of $2,231,876.31\nwhen the Agreement has been signed by all parties; and\n4. Authorize the Moreno Valley Police Department and Public Works\nDirector/City Engineer the authority to approve all street closures for the\n4th of July Parade, Fun Fest and Fireworks Show as outlined in this staff\nreport.

I.21. AUTHORIZATION TO AWARD CONSTRUCTION CONTRACT TO PACIFIC\nWEST UNDERGROUND INC. FOR SUNNYMEAD MDP LINE B-16A\nPROJECT NO. 804 0015 (Report of: Public Works)\nRecommendations:\n1. Award a construction contract to Pacific West Underground Inc.\n(32147 Dunlap Blvd Ste K, Yucaipa, CA 92399) for the Sunnymead\nMDP Line B-16A Project;\n2. Authorize the City Manager to execute a contract with Pacific West\nUnderground Inc. in the amount of $1,479,442.00, funded by PW\nGeneral Capital Projects Funds (Fund 3002) and Capital Projects\nReimbursements Funds (Fund 3008);\n3. Authorize the issuance of a Purchase Order to Pacific West\nUnderground Inc. for the amount of $1,701,358.30 ($1,479,442.00 bid\namount plus 15% contingency) when the contract has been signed by\nall parties; and\n4. I.22. APPROVE PURCHASE OF ADVANCED METERING INFRASTRUCTURE\nEQUIPMENT FROM ITRON INC. FOR MORENO VALLEY UTILITY AND\nINCREASE THE ANNUAL BUDGET FOR THE EMERGENCY OUTAGE\nRESPONSE ACCOUNT BY $178,036 (Report of: Public Works)\nRecommendation:\n1. Amend the FY 2023/2024 annual budget to increase funding in the\nEmergency Outage Response account 6010-70-80-45510-710134 by\n$178,036; and\n2. Approve the purchase of Advanced Metering Infrastructure equipment\nfrom Itron Inc. up to the council approved amended budget in Moreno\nValley Utility’s Emergency Outage Response account 6010-70-80-\n45510-710134; and\n3. Authorize the City Manager to execute subsequent associated\npurchase orders subject to the approved budget by City Council.

I.23. APPROVAL OF SECOND AMENDMENT TO AGREEMENT FOR ON-CALL\nPROFESSIONAL CONSULTANT SERVICES WITH CLARK LAND\nRESOURCES, INC. FOR RIGHT OF WAY SERVICES (Report of: Public\nWorks)\nRecommendations\n1. Approve the Second Amendment to Agreement for On-Call\nProfessional Consultant Services with Clark Land Resources, Inc. to\nprovide Right of Way services, funded by Measure A and other project\nspecific funding;\n2. Authorize the City Manager to execute the Second Amendment to\nAgreement for Professional Consultant Services for Right of Way\nServices with Clark Land Resources, Inc., subject to the approval by\nthe City Attorney;\n3. I.24. AUTHORIZATION TO AWARD A PROFESSIONAL CONSULTANT\nSERVICES AGREEMENT TO ENERGEIA USA, FOR THE UPDATED\nINTEGRATED RESOURCES PLAN FOR THE MORENO VALLEY\nELECTRIC UTILITY (Report of: Public Works)\nRecommendation:\n1. Award an Agreement for Professional Consultant Services to Energeia\nUSA to complete the updated Integrated Resource Plan for the\nMoreno Valley Electric Utility;\n2. Authorize the City Manager to execute the Agreement with Energeia\nUSA subject to the approval by the City Attorney;\n3. Authorize the issuance of a purchase order, funded by the Electric\nFund 6010, in the amount of $90,205 when the Agreement has been\nsigned by all parties; and\n4. Authorize the City Manager to execute any subsequent Amendments\nto the Agreement with Energeia USA within the City Council approved\nannual budgeted amounts, including the authority to authorize the\nassociated purchase orders in accordance with the terms of the\nAgreement, subject to the approval of the City Attorney.

AUTHORIZATION TO AWARD BID FOR THE FURNISHING AND\nDELIVERY OF SUBSTATION TRANSFORMERS FOR THE MORENO\nVALLEY SUBSTATION UPGRADES PROJECT TO VIRGINIA\nTRANSFORMER CORP IN THE AMOUNT OF $6,460,918 FOR TWO\nSUBSTATION TRANSFORMERS AND APPROPRIATE FUNDS FOR THIS\nMAJOR EQUIPMENT (Report of: Public Works)\nRecommendations:\n1. Award the Bid to Virginia Transformer Corp, the lowest responsible\nbidder, for the purchase of Two Substation Transformers and\nauthorize the issuance of a Purchase Order to Virginia Transformer for\n$6,460,918.\n2. Appropriate funds for the purchase of the above major equipment for\nthe Moreno Valley Substation Upgrades project in the amount of\n$6,460,918.\n3. Conduct the Public Hearing on the proposed levy of real property\nassessments for Moreno Valley Community Services District\nLandscape Maintenance District No. 2014-02.\n2. J.4. PUBLIC HEARING FOR DELINQUENT SOLID WASTE ACCOUNTS AND\nABATEMENTS OF PUBLIC NUISANCES (RESO. NO. 2024-__ AND 2024-\n__) (Report of: Financial & Management Services)\nRecommendations: That the City Council:\n1. Conduct the Public Hearing and accept public testimony regarding\nunpaid solid waste accounts and nuisance abatements to be applied\nto the Fiscal Year (FY) 2024/25 County of Riverside property tax roll\nfor collection.\n2. Adopt Resolution No. 2024-__, a Resolution of the City Council of the\nCity of Moreno Valley, California, confirming Statements of Costs\nagainst real properties located in the City of Moreno Valley for the\nabatements of public nuisances and directing that said Statements of\nCosts constitute a lien upon said properties.\n3. Adopt Resolution No. 2024-__, a Resolution of the City Council of the\nCity of Moreno Valley, California, repealing, revising, and reenacting\nthe provisions of Resolution 2017-41 and authorizing the collection of\ndelinquent solid waste charges on the annual property tax roll.\n4. Approve placing the submitted Property Assessment List of delinquent\nnuisance abatement accounts on the Fiscal Year (FY) 2024/25\nRiverside County property tax roll for collection.\n5. Direct the City Clerk to file with the Riverside County Tax Assessor’s\noffice a certified copy of Resolution No. 2024-__ and the Property\nAssessment List as required by Section 6.04.120 of the City of Moreno\nValley Municipal Code.\n6. Direct the City Clerk to file the Revised and Final Solid Waste\nDelinquency Report with the County of Riverside Auditor-Controller.\n7. J.5. PUBLIC HEARING TO APPROVE THE ANNUAL ACTION PLAN FOR\nFISCAL YEAR 2024/2025 – HUD GRANTS (Report of: City Manager)\nRecommendations: That the City Council:\n1. Conduct a Public Hearing for the Community Development Block\nGrant (CDBG), HOME Investment Partnerships Program (HOME), and\nEmergency Solutions Grants Program (ESG) programs included in the\nFiscal Year 2024/2025 Annual Action Plan.\n2. Approve and adopt the FY 2024/2025 Annual Action Plan as an\napplication to the U.S. Department of Housing and Urban\nDevelopment (HUD) for funding under the federal CDBG, HOME, and\nESG programs with Council amendments, if any.\n3. Authorize the City Manager to approve any reprogramming of\nallocations between funded programs within the adopted FY\n2024/2025 Annual Action Plan in compliance with the City’s Citizen\nParticipation Plan, if necessary.
