E. AGREEMENT BETWEEN THE CITY OF SAN GABRIEL AND RELATED\nCOMPANIES (DEVELOPER), RELATED TO A REIMBURSEMENT PROGRAM\nFOR THE PERMANENT LOCAL HOUSING ALLOCATION (PLHA) FUNDING\nFOR THE 405 S. DEL MAR PROJECT\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, has applied for funding for the grant\nprogram known as the Permanent Local Housing Allocation (PLHA) Program\nfrom the California Department of Housing & Community Development. The\nallocation is based on real estate recording fees, and the City of San Gabriel will\nbe allocated $982,382 over a four-year period from the grant. The City of San\nGabriel has the opportunity to utilize this funding opportunity toward eligible\nhousing activities as identified in the PLHA grant guidelines. As such, staff will\nbe utilizing the $982,382 toward the affordable housing project at 405 S. Del\nMar Avenue. In order to facilitate a reimbursement program between the PLHA\ngrant funds and services rendered by the Related Companies, an agreement\nbetween the City of San Gabriel and Related Companies (Developer) is\nnecessary. The City is expected to have access to the $982,382 PLHA\nreimbursable grant funds through LACDA. The City has already allocated\n$480,191 from the PLHA fund, which must be expended by December 31, 2024.\nThe Year 3 funding of $334,526 must be spent by December 2025. By December\n2026, $167,665 of the PLHA grant funds must be expended.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nan agreement between Related Companies, and the City of San Gabriel for the\ngrant agreement.
