D. PROFESSIONAL SERVICES AGREEMENT WITH WILLIAM HEZMALHALCH\nARCHITECTS (WHA) FOR ARCHITECTURAL, URBAN DESIGN, AND\nHISTORIC PRESERVATION PROFESSIONAL SERVICES\nOn January 4, 2021, the City issued a Request for Proposals (RFP 21-01) for a\nqualified firm to provide architectural, urban design, and historic preservation\nprofessional services. The City selected William Hezmalhalch Architects (WHA)\nas the firm that best met the criteria outlined in the Request for Proposal. WHA\nhas met the performance expectations as outlined in the Scope of Work. Staff\nrecommends a fee at a not-to-exceed amount of $40,000 yearly for a three-\nyear period, inclusive of all costs and services through June 1, 2027. Funds have\nbeen included in both the current year and proposed 2024-2025 Fiscal Year\nbudgets.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the Professional Services\nAgreement with William Hezmalhalch Architects and authorize the City\nManager to execute said agreement and issue purchase order in the amount of\n$40,000.
