a. A RESOLUTION DESIGNATING AUTHORIZED GRANT AGENTS FOR THE\nFEDERAL EMERGENCY MANAGEMENT AGENCY AND THE GOVERNOR’S\nOFFICE\nSummary:\nIn response to the early February 2024 winter storms, the City declared a local\nemergency in accordance with California Government Code 8625 and the Signal\nHill Municipal Code. Subsequently, staff submitted an application to the\nGovernor’s Office of Emergency Services (CalOES) and Federal Emergency\nManagement Agency FEMA requesting reimbursement for emergency expenses\nrelated to the storm. As part of this process, CalOES Form 130 requires the City\nto designate staff authorized to engage with FEMA and CalOES regarding the\nassistance and grants applied for by the City. The City Council will consider\nadopting a Resolution to designate staff by title as authorized grant agents for\nFEMA and CalOES.\nStrategic Plan Goal(s):\nGoal No. 1 Financial Stability: Ensure the City’s long-term financial stability\nand resilience.\nGoal No. 2 Community Safety: Maintain community safety by supporting\npublic safety services and increasing emergency preparedness.
