4. Ordinance granting a 10-Year Franchise to Tesoro SoCal\nThe City Council will consider: (PW)\na. Adopting Ordinance No. 2024-23-CC granting a ten-year franchise from February 27, 2024,\nthrough and including February 26, 2034, to Tesoro SoCal Pipeline Company, LLC., to use,\nmaintain, repair and replace a single pipeline beneath specified public streets, together with\nrelated appurtenances, for transmitting and distributing oil and oil products, within the City; and\nb.
