A. Fiscal Year 2024-25 Proposed Budget and Fiscal Year 2024-26 Biennial Capital Improvement\nProgram Budget\nRecommended Action\nStaff recommends that the City Council:\n1. Review and provide direction to staff regarding the FY 2024-25 Proposed Operating\nBudget Adjustments (Attachment A) and FY 2024-26 Proposed Biennial Capital\nImprovement Program (CIP) Budget (Attachment B);\n2. Direct staff to proceed with setting the FY 2024-25 Operating and FY 2024-26 Biennial\nCapital Improvement Program (CIP) Budget Adoption hearing on June 25, 2024;\n3. Provide direction for staff to evaluate other funding mechanisms such as general\nobligation bonds to support the City’s capital improvement program in future budget\ncycles;\n4. Review and provide direction to staff on establishing 23 new fees, which include fees for\nEmergency Medical Services (EMS), facility rentals and use, Certified Unified Program\nAgency (CUPA), film permits, materials for the Junior Lifeguard Program, grading review\npermit, and City planning; revising 36 fees, which include fees for CUPA, fire permits,\nairport, landscape services, Concealed Carry Firearm permit (CCW) renewal application,\nmedicinal cannabis, and mortuary services; and the deletion of three fees, which include\nfees for library, and EV user (Attachments C and D); and\n5. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines.\nStaff Report Printout\na.
