J. Consideration and possible action to declare an emergency for the sinkhole\nand associated repair on Hawthorne Boulevard near Seamount\nDrive/Eddinghill Drive. (Dragoo)\nRecommendation: 1) Adopt Resolution No. 2023-__ "A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES FINDING\nAND DECLARING, BY A FOUR-FIFTHS VOTE OF THE ENTIRE CITY\nCOUNCIL, THAT AN EMERGENCY EXISTS WHICH WILL NOT PERMIT THE\nCOMPETITIVE SOLICITATION OF BIDS TO REPAIR A SINKHOLE LOCATED\nAT HAWTHORNE BOULEVARD NEAR SEAMOUNT DRIVE/EDDINGHILL\nDRIVE, AND AUTHORIZING THE CITY MANAGER TO AWARD A\nCONTRACT TO REPAIR AND REMEDIATE THE SAME"; 2) Approve an\nappropriation of $480,000; 3) Based on the competitive solicitation of on-call\nbids performed by the Los Angeles County Flood Control District, authorize the\nCity Manager and Director of Public Works to finalize negotiations for the\nemergency repairs not-to-exceed $350,000, with a 20% contingency of\n$70,000 that can be authorized by the City Manager to execute change orders\nfor unforeseen work during the performance of the emergency repairs; 4)\nAuthorize a Professional Services Agreement in the not-to-exceed amount of\n$50,000 with Sunbeam Consulting, Inc., with a contingency of $10,000, for\nrelated sinkhole repair construction management and inspection services; and,\n5) Authorize the emergency repairs to commence upon final negotiations to\nthe scope of work and authorize the Mayor to execute the Sunbeam\nagreement in a form approved by the City Attorney.\nAgenda Report
