Adopt resolutions adopting budget amendment for Fiscal Year\n2023-24 increasing Water Utility Fund Budget for 1,2,3-\nTrichloropropane (1,2,3-TCP) Removal Treatment Plant Project\nby $2,500,000 and authorizing City Manager to negotiate and\napprove final terms of construction contract with George T. Hall\nCo., Inc., in amount of $675,970.37 for installation of\nSCADA/Telemetry System, Programming, and Integration of\nSCADA System between new 1,2,3-TCP Removal Treatment\nFacility and City’s five contributing groundwater well sites\nwithout need for additional bidding, respectively; authorize City\nManager, at his discretion, to approve cumulative change orders\nup from ten to twenty percent ($2,509,000) of original awarded\ncontract amount with Garney Pacific, Inc., (Agreement No.\nA2022-159) for anticipated change orders during final phases of\nconstruction; authorize execution of Amendment No. 3 to\nAgreement A2021-042 with Hazen and Sawyer in amount of\n$68,320 increasing total agreement not-to-exceed $1,502,656\nfor additional engineering design services for preparation of\nWater Quality Management Plan and design plans for proposed\nwall extension for 1,2,3-TCP Removal Treatment Plant Project;\nauthorize City Manager, at his discretion, to approve additional\nimpending amendments up to ten percent ($82,857.90) of\noriginal awarded contract amount with Hazen and Sawyer\n(Agreement No. A2021-042) for continuation of design and\nconstruction support services; and authorize the City Manager,\nat his discretion, to approve cumulative amendments up to ten\npercent ($116,138) of original awarded contract amount with\nButier Engineering, Inc., (Agreement No. A2022-160) for\ncontinuation of construction management and special inspection\nservices
