City of Placentia Fiscal Year 2024-25 Annual Operating\nBudget, Position Allocation Plan, Annual Gann\nAppropriations, Capital Improvement Program, and\nPlacentia Public Financing Authority Annual Budget Fiscal\nImpact: FY 2024-25 Expenditures: $99,225,368 Revenue:\n$95,329,478\nRecommended Action: It is recommended that the City\nCouncil:\n1) Open the Public Hearing concerning the City of\nPlacentia Budget for Fiscal Year 2024-25 and Capital\nImprovement Program (CIP) for Fiscal Year 2024-25,\nconsider all public testimony, ask questions of Staff,\nand close the public hearing; and\n2) Adopt Resolution No. R-2024-38, a Resolution of the\nCity Council of the City of Placentia, California, taking\nactions necessary to adopt the Fiscal Year 2024-25\nAnnual Budget; and taking actions necessary to adopt\nthe Fiscal Year 2024-25 Capital Improvement Program\n(CIP) Budget with an appropriation of $19,601,425;\nand authorizing the Position Allocation Plan and\nCompensation Plan for Fiscal Year 2024-25; and\n3) Authorize the City Administrator to release\nappropriation controls for the General Government\nDepartment and Risk Management fund outside of the\nnormal quarterly process, as necessary; and\n4) Approve the use of the County’s population growth\nand California per capita income growth as\ndetermined by the State Department of Finance for\nthe calculation of the Fiscal Year 2024-25 Annual\nAppropriation Limit; and\n5) Adopt Resolution R-2024-39, a Resolution of the City\nCouncil of the City of Placentia, California, approving\nand adopting the Annual Appropriations Limit for the\nFiscal Year 2024-25 in the amount of $117,320,406.\n6) Provide direction to Staff to research long-term fiscal\nsustainability opportunities potentially in partnership\nwith the Citizens’ Oversight Committee.\nIt is recommended that the Placentia Public Financing\nAuthority take the following actions:\n1) Conduct the Public Hearing concerning the Placentia\nPublic Financing Authority Budget for Fiscal Year\n2024-25; and\n2) Adopt Resolution No. PPFA-2024-01, a Resolution of\nthe Placentia Public Financing Authority (PPFA) Board\nof Directors of the City of Placentia, California, taking\nactions necessary to adopt the PPFA’s Fiscal Year\n2024-25 Annual Budget.\nStaff Report\nProposed FY2024-25 Operating and CIP Budgets\nResolution R-2024-38 Budget\nResolution R-2024-39\nResolution PPFA-2024-01\nPresentation
