Expenditure: Approximately $1,057,622\n(General Fund).\nRecommendation of the City Manager that City Council:\n1) Approve a Side Letter Agreement between the Torrance Police Officers Association\n(TPOA) and Management to include a recruitment and retention incentive pilot\nprogram; and\n2) Approve a Side Letter Agreement between the Torrance Police Commanders\nAssociation (TPCA) and Management to include a recruitment and retention incentive\npilot program and an administrative appeals procedure.
