12. RENEWED MEASURE M (M2) ELIGIBILITY 24-225\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve the City’s Maintenance of Effort (MOE) for Fiscal Year (FY) 2024-\n25.\n2. Approve the M2 Seven-Year Capital Improvement Program (CIP)\ncomprising the City’s Five-Year and future year CIP for FY 2024-25 through\nFY 2030-31.\n3.
