A. ADOPT ORDINANCE NO. 708 ADDING SECTION 150.300 TO THE CITY OF\nSAN GABRIEL MUNICIPAL CODE SETTING FORTH AN EXPEDITED,\nSTREAMLINED PERMITTING PROCESS FOR ELECTRIC VEHICLE CHARGING\nSTATIONS AS REQUIRED BY GOVERNMENT CODE SECTION 65850.7 –\nINTRODUCTION AND FIRST READING\nIn 2015, the State of California adopted Assembly Bill 1236 (2015, Chiu, codified\nas Government Code Section 65850.7), which requires local jurisdictions with a\npopulation less than 200,000 residents to adopt an ordinance to create an\nexpedited, streamlined permitting process for electric vehicle charging stations.\nAn electric vehicle charging station is any level of electric vehicle supply\nequipment station that delivers electricity from a source outside an electric\nvehicle into a plug-in electric vehicle. The proposed ordinance is intended to\nbring the City of San Gabriel’s Municipal Code up to compliance with State\nlegislation regarding the expediting and streamlining procedures for electric\nvehicle charging stations. There is no immediate financial impact or budget\naction necessary because of the recommended action.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council introduce Ordinance No. 708, adding\nSection 150.300 to the City of San Gabriel Municipal Code setting forth an\nexpedited, streamlined permitting process for electric vehicle charging stations\nas required by Government Code Section 65850.7, by title only, waive future\nreading, and schedule the second reading and adoption for the next regularly-\nscheduled City Council meeting.
