REPLACEMENT OF THE COUNCIL CHAMBER MICROPHONES AND VOTING\nSYSTEM IN THE AMOUNT OF $28,925.39\nThe City of San Gabriel started the Council Chamber upgrade project in 2020\nwhich included installation of new sound-processing equipment. The next\nphase of this project is the replacement of the current microphone and voting\nsystem with a modern and more efficient integrated digital audio and voting\nsystem. Funds are budgeted and available in the IT internal service special\nproject account 124-707-30-99-099 (Council Chamber Upgrade). The total cost\nfor the proposed agreement is $28,925.39.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize an award of this project to\nSunset Audio/Video in the amount of $28,925.39 and authorize the City\nManager to execute associated documents.

E. AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR AN AMOUNT OF\n$91,531 WITH MGT CONSULTING FOR A COMPREHENSIVE\nCLASSIFICATION AND COMPENSATION STUDY\nAt the request of each employee group during the last round of labor\nnegotiations, the City agreed to conduct a citywide classification and\ncompensation study. On December 19, 2024, staff released Request for\nProposal (RFP) No. 23-20 for a comprehensive classification and compensation\nstudy of all 84 full-time positions listed on the City’s authorized position\nclassification and salary schedule. The overall objective of the study is to update\nthe City’s position classification and compensation system (i.e., policies,\nprocedures, and schedules) to meet current regulatory requirements, best\npractices, organizational needs, and market conditions. The total cost of the\nproject is expected to be no more than $91,531.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve a professional service\nagreement with MGT Consulting for a comprehensive classification and\ncompensation study and authorize the City Manager to execute the agreement.

AGREEMENT WITH THE SAN GABRIEL VALLEY HUMANE SOCIETY FOR\nANIMAL CARE AND CONTROL SERVICES FOR FISCAL YEAR 2024-2025 IN\nTHE AMOUNT OF $525,000\nThe San Gabriel Valley Human Society (SGVHS) has provided animal care and\ncontrol services to the community for many decades. The City’s most recent\nagreement with SGVHS, approved by the City Council on May 16, 2023, was an\namendment to the agreement dated June 3, 2021, and has a term of one-year.\nWith the existing amendment set to terminate on June 30, 2024, the SGVHS is\nrequesting a new agreement to continue services for the City for Fiscal Year\n2024-2025, with a new compensation amount of $525,000, which has already\nbeen included in the proposed budget. Based on prior years, the license fee\nrevenue for FY 2024-2025 is estimated at $39,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the Agreement with the San\nGabriel Valley Humane Society for Fiscal Year 2024-2025 in the amount of\n$525,000 and authorize the City Manager to execute said agreement.

ADOPT RESOLUTION NO. 24-27 APPROVING THE FISCAL YEAR 2024-2025\nSENATE BILL 1 ROAD REPAIR AND ACCOUNTABILITY ACT PROJECT LIST\nTHAT WILL ALLOW THE CITY OF SAN GABRIEL TO RECEIVE AN ESTIMATED\n$1,009,951\nSenate Bill 1 (SB1), also known as Road Repair and Accountability Act of 2017,\nprovides the City of San Gabriel with access to funds for basic road\nmaintenance, rehabilitation, and safety projects. Adoption of Resolution No.\n24-27 will allow the City to receive SB1 funding estimated by the State of\nCalifornia to be $1,009,951 for Fiscal Year 2024-2025. To qualify for funding\nunder the Act, the City must adopt a list of eligible street improvement projects.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-27 and\nauthorize the Public Works Director to file necessary documentation to satisfy\nSenate Bill 1 funding requirements and act as the authorized signatory for\nmatters related to Fiscal Year 2024-2025 funding.

H. COOPERATIVE AGREEMENT WITH LOS ANGELES COUNTY FOR A TRAFFIC\nSIGNAL SYNCHRONIZATION PROJECT ON MAIN STREET/LAS TUNAS\nDRIVE FROM HUNTINGTON DRIVE TO GOLDEN WEST AVENUE FOR AN\nESTIMATED COST SHARE OF $361,500\nOn behalf of the City of San Gabriel and with City Council’s approval, the Los\nAngeles County Department of Public Works (LACDPW) is set to perform a\nTraffic Signal Synchronization Project (TSSP) on Main Street/Las Tunas Drive\narterial street route from Huntington Drive to Golden West Avenue, which is\njurisdictionally shared among three cities – Alhambra, San Gabriel, and Temple\nCity. Due to the scope and cost of the project, the County policy requires a\nCooperative Agreement to be executed for the TSSP project. The estimated\ntotal cost of the project is $3,744,200 with San Gabriel’s estimated share cost\nto be $361,500. Out of this $361,500 cost to the City, $348,851.02 will be\ncredited through the Federal Surface Transportation Program-Local (STP-L) to\nthe County in lieu of a cash payment. The remaining balance of $12,648.98 will\ncome from the City’s Traffic Impact Fees fund.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 24-36 to\nappropriate $12,648.98 from the Traffic Impact Fees Fund to account 122-800-\n40-97-736; authorize the City Manager to execute the Cooperative Agreement\nbetween the City and Los Angeles County and approve the assignment of\n$348,851.02 available Federal Surface Transportation Program-Local funds to\nthe County in lieu of a cash payment and approve a purchase order with the\nCounty for $12,648.98 using Traffic Impact Fees funds from account 122-800-\n41-97-736.

THEATRE FEE REDUCTION REQUEST BY SAN GABRIEL LION’S CLUB –\nTHANKS USA CARE FAIR\nSan Gabriel Lion’s Club has requested a waiver of rental fees for their upcoming\ncommunity Thanks USA Care Fair event, scheduled to take place on June 22,\n2024, in the Mission Playhouse parking lot, Glass Room and lobby. The request\nis for a $2,900 reduction to reduce their rental cost to $2.50. The current rental\nsubsidy account has sufficient funds to cover a recommended facility rental\nwaiver of $1,615.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council grant a partial waiver of the San Gabriel\nMission Playhouse rental fee in the amount of $1,615 for the June 22, 2024,\nLion’s Club Thanks USA Care Fair event.

ADOPTION OF PROPOSED OPERATING BUDGET, CAPITAL IMPROVEMENT\nPROGRAM, POSITION CLASSIFICATION AND SALARY SCHEDULE, AND\nAPPROPRIATIONS LIMIT FOR FISCAL YEAR 2024-2025 [RESOLUTION NOS.\n24-28, 24-29, 24-30, 24-31]\nThe City Council will hold a public hearing to consider the adoption of the\nproposed operating budget, Capital Improvement Program (CIP), position\nclassification and salary schedule, and appropriations limit for Fiscal Year 2024-\n2025. The general fund operating budget is balanced with a surplus of\n$575,000. Projected general fund revenue is $54,511,000 and proposed general\nfund expenditures are $53,937,000. The fiscal year 2024-2025 all funds\nproposed budget and Capital Improvement Program presents $85,484,000 in\nrevenues and $82,446,000 in expenditures. The general fund has total revenues\nof $54,511,000 and total expenditures of $53,937,000, for a positive net change\nin fund balance of $575,000. ADOPT ORDINANCE NO. 708 ADDING SECTION 150.300 TO THE CITY OF\nSAN GABRIEL MUNICIPAL CODE SETTING FORTH AN EXPEDITED,\nSTREAMLINED PERMITTING PROCESS FOR ELECTRIC VEHICLE CHARGING\nSTATIONS AS REQUIRED BY GOVERNMENT CODE SECTION 65850.7 –\nINTRODUCTION AND FIRST READING\nIn 2015, the State of California adopted Assembly Bill 1236 (2015, Chiu, codified\nas Government Code Section 65850.7), which requires local jurisdictions with a\npopulation less than 200,000 residents to adopt an ordinance to create an\nexpedited, streamlined permitting process for electric vehicle charging stations.\nAn electric vehicle charging station is any level of electric vehicle supply\nequipment station that delivers electricity from a source outside an electric\nvehicle into a plug-in electric vehicle. The proposed ordinance is intended to\nbring the City of San Gabriel’s Municipal Code up to compliance with State\nlegislation regarding the expediting and streamlining procedures for electric\nvehicle charging stations. There is no immediate financial impact or budget\naction necessary because of the recommended action.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council introduce Ordinance No. 708, adding\nSection 150.300 to the City of San Gabriel Municipal Code setting forth an\nexpedited, streamlined permitting process for electric vehicle charging stations\nas required by Government Code Section 65850.7, by title only, waive future\nreading, and schedule the second reading and adoption for the next regularly-\nscheduled City Council meeting.

B. APPROVAL OF AN AGREEMENT WITH ACE PARKING MANAGEMENT\nINCORPORATED FOR PARKING ENFORCEMENT SERVICES THROUGH JUNE\n2027 NOT TO EXCEED $1,249,668 FOR THE THREE-YEAR TERM\nThe City has been in contract with Inter-Con Security Systems Inc. to provide\nparking-enforcement services since September 2018. The current contract\nexpires on June 30, 2024. Parking-enforcement officers issue citations related\nto parking violations and complaints. Additionally, they respond to calls-for-\nservice involving parking-related complaints during hours of service which\nalleviates the need for patrol officers to respond to these types of calls. Parking\nenforcement services are currently budgeted in the Police Department’s\nContractual Services #121-751-00-22-000 in the amount of $350,000 for FY\n2024-2025 due to forecasted cost escalations.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter a\nthree-year contract with Ace Parking, ending on June 30, 2027, with two\nadditional one-year extensions that may be considered at the discretion of the\nCity at the expiration of the three-year period.

FORMATION OF AN AD HOC SUBCOMMITTEE TO EXPLORE POLICIES AND\nPROGRAMS TO SUPPORT THE SAN GABRIEL LGBTQ+ COMMUNITY\nDuring the City Council meeting on April 16, 2024, the City Council directed\nstaff to schedule an agenda item for the creation of an ad hoc subcommittee\nto discuss matters related to the San Gabriel LGBTQ+ community. The topics\nfor discussion could include items such as how to recognize Pride Month in San\nGabriel and to explore any programs or policies that the City could implement\nto support the San Gabriel LGBTQ+ community. This agenda item describes the\nparameters that guide an ad hoc subcommittee, considers the appointment of\ntwo City Councilmembers to a new ad hoc subcommittee, and proposes the\nfocus of the new Ad Hoc Subcommittee. There is no fiscal impact associated\nwith a discussion and creation of a City Council subcommittee, other than the\nstaff time involved in supporting the subcommittee. Any future\nrecommendations made to the City Council by the subcommittee will be\nanalyzed for fiscal impact at the time they are considered by the City Council.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the Mayor appoint two Councilmembers to serve on a\nCouncil ad hoc subcommittee until recommendations are forwarded to the full\nCouncil or December 31, 2024, whichever comes first, to make\nrecommendations to the full Council on potential programs and policies to\nsupport the City’s LGBTQ+ community.\nIn addition to the recommended actions, the City Council has the following\noptions:\n1. Decide to create a standing subcommittee instead of an ad hoc\nsubcommittee and appoint two members to review all future items\nrelated to the City’s LGBTQ+ community.\n2. Decide not to create a subcommittee at this time.\n3. Some other action that the City Council decides based upon discussion\nat the meeting.

CONSIDERATION OF RESOLUTIONS RELATING TO THE CALLING OF SAN\nGABRIEL’S GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5,\n2024 [RESOLUTIONS NOS. 24-32, 24-33, 24-34]\nThis item calls the General Municipal Election for November 5, 2024, for the\nelection of two members of the City Council; requests consolidation with the\nStatewide General Election and sets regulations for candidate statements.\nFunding for the November 2024 Consolidated Election is contained in the\nproposed General Fund Fiscal Year 2024-2025 Budget (Account Nos. 121-702-\n00-22-000 and 121-702-00-31-000). The cost of holding the election is\nestimated at $95,000.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt the following resolutions:\n1. CONSIDERATION OF FRIENDSHIP CITY PARTNERSHIP WITH BANQIAO\nDISTRICT IN NEW TAIPEI CITY, TAIWAN (REPUBLIC OF CHINA) AS WELL AS\nCONSIDERATION OF A CULTURAL EXCHANGE TRIP TO TAIWAN BY SAN\nGABRIEL REPRESENTATIVES\nThe City has been approached by the Hakka Federation of USA with a request\nto establish a Friendship City Relationship between the City of San Gabriel and\nthe Banqiao District of New Taipei City, Taiwan (Republic of China). Additionally,\nMayor Wu has tentatively planned a trip to Taiwan for cultural exchange, disaster\npreparedness, tourism promotion, economic development, and smart city\nresearch with several cities and regions in Taiwan. There is no fiscal impact\nassociated with entering into a Friendship City Agreement with the Banqiao\nDistrict of New Taipei City. The fiscal impact of a cultural exchange trip to Taiwan\nis dependent on which option the City Council selects. The impact could range\nfrom $0 to $35,000 or more depending upon how many trips are paid for by the\nCity.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1.
