65. Coastline Drive 12-Inch Waterline Improvements Project\nRecommendation: Acting as the Governing Body of the County Waterworks\nDistrict No. 29, Malibu, approve the proposed Coastline Drive 12-inch Waterline\nImprovements Project (Project), in the unincorporated community of Sunset\nMesa (3) and adopt the plans and specifications at an estimated contract\namount between $2,300,000 and $3,400,000; advertise for bids to be received\nbefore 11:00 a.m. on July 9, 2024; determine that the recommended actions\nare within the scope of the Project impacts analyzed in the Environmental\nImpact Report previously certified by the Board; find pursuant to State Public\nContract Code, Section 3400 (c) (1-4), that it is necessary to specify\ndesignated items by specific brand name in order to match other products in\nuse on a particular public improvement either completed or in the course of\ncompletion; and authorize the Director of Public Works to take the following\nactions: (Department of Public Works) ADOPT\nDetermine whether the bid of the apparent responsible contractor with\nthe lowest apparent responsive bid is, in fact, responsive and, if not\nresponsive, to determine which apparent responsible contractor\nsubmitted the lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range of $2,300,000 and $3,400,000, or that exceeds\nthe estimated cost range by no more than 15%, if additional funds have\nbeen identified; and\nExtend the date and time for the receipt of bids, allow substitution of\nsubcontractors and relief of bidders, execute change orders within the\nsame monetary limits delegated to the Director of Public Works, accept\nthe Project upon its final completion, and release retention money\nwithheld.
