17. Reimagining the Office of Child Protection\nRecommendation as submitted by Supervisors Horvath and Hahn: Instruct the\nExecutive Director of the Office of Child Protection to report back to the Board\nin writing within 180 days with the following:\nConduct a comprehensive review of the original vision and intent for the\nOffice of Child Protection (OCP) based on the recommendations made\nby the Blue Ribbon Commission including, but not limited to, how the\nOCP fulfilled the recommendations adopted by the Board; which\nrecommendations remained unfulfilled; what barriers to recommendations\nimplementation exist; and which areas need to be strengthened;\nList of the OCP’s accomplishments;\nCreate a five-year strategic plan and framework which encompasses and\ncenters child and family wellbeing;\nMake recommendations on expanding the OCP’s scope and possible\nrestructuring to include all children and families within the County that is\nrooted in Systems of Care for Children and Youth including, but not\nlimited to CalAIM redesign, health integration with behavioral health and\nsubstance use, homelessness and housing services, access to social\nservices; etc.; and recommendations for new nomenclature that reflects\nthe County’s focus on serving families and children throughout all our\ncommunities equitably and holistically;\nInstruct the Executive Director of the Office of Child Protection to collaborate\nwith the Los Angeles County Prevention and Promotion Systems Governing\nCommittee, System of Care partners and stakeholders including, but not limited\nto, community-based organizations, children and family advocates, and labor\npartners in these efforts; and\nInstruct all County Department Heads participating in the System of Care work\nincluding, but not limited to, the Directors of Children and Family Services,\nMental Health, Public Health, Health Services, Public Social Services and Youth\nDevelopment, and the Chief Probation Officer, to work with the Executive\nDirector of the Office of Child Protection to fully implement this work.
