35. Training, Staff Development and Master of Social Work Internship\nProgram Services Contract\nRecommendation: Authorize the Director of Children and Family Services to\nexecute a contract with the Regents of the University of California, Los Angeles\n(UCLA), for the provision of services to administer and oversee the training and\nstaff development and Master of Social Work (MSW) Internship Program\nservices, effective July 1, 2024, or upon date of execution, through June 30,\n2025, with up to four one-year extension options through June 30, 2029, and a\nmaximum contract amount of $76,411,035 for the initial one-year term and four\nextension options, financed using 75% Federal funds and 25% 2011 State\nRealignment/Net County Cost (NCC), with sufficient funding included in the\nFiscal Year 2024-25 Recommended Budget; and authorize the Director to take\nthe following actions: (Department of Children and Family Services)\nAPPROVE\nExecute amendments to increase or decrease the maximum annual\ncontract amount up to 10%, if such an amendment is necessary to meet\nchanges in service demands and the necessary funding is available in\nthe budget;\nExecute amendments to the contract to make changes to the scope of\nwork or the terms and conditions to meet program needs;\nExercise the four one-year extension options, with an additional six\nmonths beyond June 30, 2029, by written notice or amendment, if such\nadditional time is necessary to complete the negotiation or solicitation of\na new contract, provided that cost of living adjustment is not included and\nsufficient funding is available for the extension;\nExecute Title IV-E stipend agreements with individual student trainees\nenrolled in MSW degree programs, with the cost of the education\nstipends included in the training and staff development contract with\nUCLA, and where the Title IV-E stipend agreements allow the student\ntrainees to receive the education stipend on the condition that they agree\nto work for DCFS for a two-year period upon earning their degree; and\nTerminate the Training and Staff Development contract with UCLA for\ncontractor default, if necessary.
