57. 2024-25 Action Plan and Loan Approval for Permanent Local Housing\nAllocation\nRecommendation: Approve the Fiscal Year (FY) 2024-25 Action Plan (Action\nPlan), which will enable the Los Angeles Urban County to receive and\nadminister a total of $34,147,038 in FY 2024-25 funding, comprised of\n$19,864,304 in Community Development Block Grant (CDBG) funds for the\nCounty and the City of Cerritos, which is a joint applicant, $3,500,000 in future\nCDBG program income, $7,514,365 in HOME Investment Partnerships (HOME)\nProgram funds, $1,500,000 in future HOME program income, and $1,768,369\nin Federal Emergency Solutions Grant funds from the United States Department\nof Housing and Urban Development for housing and community development\nactivities in the 47 participating cities and the unincorporated areas of the Los\nAngeles Urban County; designate the Executive Director of the Los Angeles\nCounty Development Authority to serve as the agent of the County for\nadministration of the Action Plan, and the allocated funds described herein, and\nauthorize the transfer of these allocated funds to the Los Angeles County\nDevelopment Authority; and find that the approval of the Action Plan is not\nsubject to the California Environmental Quality Act.
