40. Workforce Services Contracts\nRecommendation: Authorize the Director of Economic Opportunity to execute\nsubawards with the following for the provision of America's Job Center of\nCalifornia (AJCC) program services: Southeast Area Social Services Funding\nAuthority (SASSFA) for the Rio Hondo Comprehensive AJCC, Managed Career\nSolutions (MCS) for the East San Gabriel Valley and Pomona Valley\nComprehensive AJCCs, Jobs Vision Success SoCal (JVS) for the Antelope\nValley Comprehensive AJCC, West Los Angeles AJCC, and the Veterans\nAJCC, and KRA Corporation (KRA) for the Rancho Dominguez Comprehensive\nAJCC, effective October 1, 2024 through June 30, 2025 for the first fiscal year\nof the subaward term, with three one-year extension options through June 30,\n2028, for a maximum subaward term of three years and nine months; and\nauthorize the Director to take the following actions: (Department of Economic\nOpportunity) APPROVE\nExecute subawards with the secondary subrecipients as identified\nrespectively in the proposals from MCS, SASSFA, KRA and JVS, as part\nof the Comprehensive AJCC Community Based Organization (CBO)\npartnership outlined in the AJCC Modernization Request for Proposal, to\nprovide one or more Workforce Innovation and Opportunity Act (WIOA)\nservices designated by the lead AJCCs, effective October 1, 2024\nthrough June 30, 2025 for the first fiscal year of the subaward term, with\nthree one-year extension options through June 30, 2028, for a maximum\nsubaward term of three years and nine months;\nExecute amendments with the AJCC subrecipients to: add new, relevant\nor updated Federal, State and/or County subaward terms, and increase\nor decrease the subaward amounts that may exceed 10% based on the\navailability of funding and/or based on subrecipient’s performance,\nprovided that total allocation does not exceed available funding;\nExtend and amend existing sole source subawards with Hub Cities\nConsortium and Catholic Charities of Los Angeles, Inc. in the Southeast\nLos Angeles and East Los Angeles/West San Gabriel Valley subregions\non a month-to-month basis, for up to one year, through June 30, 2025,\npending the resolution of the Countywide Protest Policy, thereafter the\nDirector will return to the Board with the results of the protest and will\nrecommend successful proposers for subawards;\nExtend and amend existing sole source subawards with the current\nAJCCs for an additional six months, effective July 1, 2024 through\nDecember 31, 2024, and thereafter, on a month-to-month basis for a\nmaximum potential period of up to nine months, ending no later than\nMarch 31, 2024, to allow for successful closeout and transition of the\ncurrent workforce providers' services to the new providers and workforce\nsystem;\nExecute intermediary agreements with six local Workforce Development\nBoards (WBDs), including City of Los Angeles WDB - Economic &\nWorkforce Development Department, Pacity Gateway (Long Beach)\nWDB, Foothill WDB, Southeast Los Angeles County WDB, South Bay\nWDB and Verdugo WDB , effective July 1, 2024 through June 30, 2025,\nwith three one-year extension options through June 30, 2028, for a\nmaximum agreement term of four years; and\nAccept new or additional funds for workforce services from sources\nincluding, but not limited to, the California Employment Development\nDepartment.
