CONSIDERATION OF AN AGREEMENT TO PROVIDE CONCEPTUAL AND SCHEMATIC\nDESIGN AND PRELIMINARY ENGINEERING SERVICES FOR PARKING STRUCTURE IN\nDOWNTOWN UPLAND\nCEQA: Determined to be Exempt pursuant to §15061(b)(3) of the CEQA Guidelines.\nRecommended Action:\nApprove the professional services agreement with Watry Design, Inc. for a not to exceed\namount of $337,610 to complete conceptual and schematic design and preliminary engineering\nservices for a multiple story parking structure in Downtown Upland; appropriate American\nRescue Plan Act funds to the project account to cover the agreement, and authorize the City\nManager to execute the agreement and any future amendments within the City Manager’s\nauthority.
