9L. ADMINISTRATIVE POLICY FOR UNCLAIMED PROPERTY\nDuring the last two fiscal year audits, the City’s auditors, Gruber and Lopez, Inc., have\nverbally recommended the City document a written policy to address the handling of\nunclaimed property. The California Government Code requires the City to adopt a formal\npolicy regarding the handling of unclaimed property to exercise the process outlined in\nCalifornia Government Code Sections 50050-50056. Attachment A includes an\nadministrative policy titled “Unclaimed Property Policy” to establish a procedure to\nescheat these funds.\nJune 11, 2024\nRECOMMENDED ACTION:\n1. City Council find that these actions are not subject to California Environmental Quality\nAct (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or administrative\nactivities of governments that will not result in direct or indirect physical changes in\nthe environment) and even if they were considered a project, they would still be\nexempt from CEQA under State CEQA Guidelines Section 15301; and\n2. Receive and file the report.
