9J. AWARD OF CONSTRUCTION CONTRACT FOR THE FAMILY RESOURCE CENTER\nRENOVATION (PHASE II) PROJECT (TASK CODE NO. 2023-201) AND TRANSFER\nOF FUNDS\nTwo bids for the Family Resource Center Renovation (Phase II) Project were opened on\nMay 9, 2024. Based on the post-bid analysis of the bids received, staff has determined\nthe bid submitted by A2Z Construct, Inc. to be the lowest responsible and responsive bid\nat $238,000. The total funds needed to complete this project ($282,000) are more than\nthe available funds ($248,170). Staff is requesting City Council approval to transfer\nsavings from the completed Family Resource Center Improvements (Phase 1) Project\n(Task Code No. 2022-201) to fund the shortfall of $33,830.\nRECOMMENDED ACTION:\nJune 11, 2024\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 2, Section 15302 as replacement of existing structures and\nfacilities; and\n2. Award a construction contract for the Family Resource Center Renovation (Phase II)\nProject to A2Z Construct, Inc. for the bid amount of $238,000 and reject all other bids;\nand\n3. Authorize the City Manager to bind the City of Stanton and A2Z Construct, Inc. in a\ncontract for the construction; and\n4. Authorize the City Manager to approve contract changes, not to exceed 10-percent of\nthe bid amount ($23,800); and\n5. Approve the transfer of $33,830 from the Family Resource Center Improvements\n(Phase 1) Project (Task Code No. 2022-201) to increase the Family Resource Center\nRenovation (Phase II) Project (Task Code No. 2023-201) Fiscal Year 2023/2024\nbudget from $363,059 to $396,889.
