11A. ADOPTION OF THE FISCAL YEAR 2024/25 OPERATING AND CAPITAL BUDGET\nFOR THE CITY OF STANTON AND STANTON HOUSING AUTHORITY; APPROVE\nEMPLOYEE BENEFITS AND SALARY RATES FOR FISCAL YEAR 2024/25; ADOPT\nTHE FISCAL YEAR 2024/25 APPROPRIATIONS LIMIT; ADOPT FISCAL YEAR\n2024/25 RESERVE POLICY; APPROVE THE CITY INVESTMENT POLICY FOR\nFISCAL YEAR 2024/25; WAIVE COMPETITIVE BIDDING REQUIREMENTS FOR\nCERTAIN COMMODITY PURCHASES; APPROVE FIRST AMENDMENT TO THE LAW\nENFORCEMENT SERVICES AGREEMENT FOR FISCAL YEAR 2024/25 (COUNTY OF\nORANGE); AND APPROVE INTERFUND TRANSFERS FOR FISCAL YEAR 2023/24\nJune 11, 2024\nDuring its regular City Council meeting held on May 14, 2024, the City Council reviewed\nthe Proposed Operating and Capital Budget for Fiscal Year 2024/25. During the meeting,\nthe City Council approved a number of decision packages that resulted in total\nappropriations increasing by approximately $4.2 million. As a result, total Fiscal Year\n2024/25 proposed appropriations (for all City Funds) increased from $45.9 million (as of\nMay 14, 2024) to $50.1 million. The Proposed Budget for Fiscal Year 2024/25 is provided\nas Attachment A.\nIn addition to adopting the Fiscal Year 2024/25 Operating and Capital Budget, staff is\nrecommending City Council approval of the following:\n• Annual approval of employee benefits and salary rates (Attachment D);\n• Approval of amended position classification manual (Attachment E);\n• Approval of amended personnel rules (Attachment F);\n• Annual approval of the City’s appropriation limit (Attachment G);\n• Annual approval of the City’s Reserve Policy (Attachment H);\n• Annual approval of the City’s Investment Policy (Attachment J);\n• Annual approval waiving competitive bidding for certain commodity purchases;\nand,\n• Approval of the first amendment to the agreement with the County of Orange for\nlaw enforcement services (Attachment K).\nLastly, staff is requesting City Council approval to transfer $1.8 million in developer\nagreement fees (for public benefit fees, beautification/enhancement fees, and\nneighborhood preservation fees) collected in the General Fund to new special revenue\nfunds established for each fee to facilitate the tracking of the receipt and spending of\nthese fees (Attachment M).\nRECOMMENDED ACTION:\n1. City Council find that these items are not subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Sections 15378(b)(5) (Organizational or\nadministrative activities of governments that will not result in direct or indirect physical\nchanges in the environment); and\n2. Adopt Resolution No. 2024-20 adopting the City’s Fiscal Year 2024/25 Operating and\nCapital Budget, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE FISCAL YEAR 2024/25 OPERATING\nAND CAPITAL BUDGET AND AUTHORIZING EXPENDITURES AND\nAPPROPRIATIONS RELATED THERETO”; and\n3. Adopt Resolution No. SHA 2024-01 adopting the Stanton Housing Authority’s Fiscal\nYear 2024/25 Operating and Capital Budget, entitled:\nJune 11, 2024\n“A RESOLUTION OF THE STANTON HOUSING AUTHORITY OF THE\nCITY OF STANTON, CALIFORNIA, ADOPTING THE FISCAL YEAR\n2024/25 OPERATING AND CAPITAL BUDGET AND AUTHORIZING\nEXPENDITURES AND APPROPRIATIONS RELATED THERETO”; and\n4. Adopt Resolution No. 2024-16 approving the employee benefits and salary rates,\nentitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, REGARDING EMPLOYEE BENEFITS AND SALARY\nRATES FOR ALL CLASSES OF EMPLOYMENT”; and\n5. Adopt Resolution No. 2024-17, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AMENDING THE POSITION CLASSIFICATION\nMANUAL”; and\n6. Adopt Resolution No. 2024-18, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, AMENDING AND ADOPTING PERSONNEL RULES FOR\nTHE ADMINISTRATION OF THE CITY’S PERSONNEL SYSTEM AND\nREPEALING ALL OTHER RESOLUTIONS AND MOTIONS\nINCONSISTENT HEREWITH”; and\n7. Adopt Resolution No. 2024-21 approving the appropriations limit for Fiscal Year\n2024/25, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA ADOPTING ITS ARTICLE XIIIB APPROPRIATION\nLIMITATION (GANN LIMITATION) FOR FISCAL YEAR 2024/25”; and\n8. Adopt Resolution No. 2024-22 approving the City’s Reserve Policy, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, APPROVING THE CITY OF STANTON RESERVE POLICY\nFOR FISCAL YEAR 2024/25”; and\n9. Approve the City’s Investment Policy for Fiscal Year 2024/25; and\n10. Waive the competitive bidding requirements for certain commodity purchases (e.g.,\nasphalt, sand, and paint) during Fiscal Year 2024/25; and\n11. Authorize the City Manager to execute the First Amendment to the Five-Year\nAgreement with the County of Orange for the provision of law enforcement services;\nand\nJune 11, 2024\n12. Authorize staff to transfer $1,507,796 from the General Fund (#101) to the Public\nBenefit Fees Fund (#104) in Fiscal Year 2023/24; and\n13. Authorize staff to transfer $190,000 from the General Fund (#101) to the Beautification\nFees Fund (#105) in Fiscal Year 2023/24; and\n14. Authorize staff to transfer $108,000 from the General Fund (#101) to the\nNeighborhood Preservation Fees Fund (#106) in Fiscal Year 2023/24.
